commute trip reduction

Commute Trip Reduction (CTR) law was introduced as part of the Washington State Clean Air Act in 1991. The intent is to encourage businesses, individuals and government to work together to reduce vehicle trips.

The purpose of the CTR Law is to reduce traffic congestion, fuel consumption and air pollution by encouraging commuters to bus, carpool, vanpool, bicycle, ferry, walk, work compressed work weeks or flexible schedules instead of driving alone to work each and every day.

Is my company directly affected by the law?

The State CTR Law applies to all private and public employers that have 100 or more employees reporting to work at a single work site between 6-9 a.m. on at least two weekdays of each week.

Yes? What is required of my company?

  • Your company must develop and implement a commute options program designed to reduce the number (and length) of drive-alone commute trips made to its worksite
  • Designate an Employee Transportation Coordinator (ETC) and make that persons name and contact information available
  • Implement a set of measures geared toward achieving your company's CTR goals
  • Distribute information to all of your employees about commute alternatives
  • Report annually regarding your companies progress toward meeting it's CTR goals
  • Measure your employees commute behavior using the CTR survey every two years

No? Am I completely off the hook?

Legally, the answer is yes. We would like you to consider the real business benefits in offering commute options to your employees.

Your company's efforts can range from giving employees incentives to purchasing transportation benefits to removing parking subsidies to simply educating your employees on the full range of commute options.
